II.2.4) Description of services:
The concessionaire will be responsible for the development, upkeep, renewal, maintenance, operation and promotion of the land, works, buildings, installations, equipment, networks and services of the Nouméa – La Tontouta aerodrome. , at its own risk and peril, under the conditions set out in the concession contract and in compliance with the applicable standards and regulations.
The concessionaire will ensure the design, financing and execution of all works and investments necessary for the exercise of its missions over the duration of the concession.
In particular, he will have to propose and commit from the start of the concession to a work program in accordance with the consultation documents. This program will concern in particular the terminal and aeronautical infrastructures. It is not intended to accommodate all domestic commercial air transport currently handled at the Nouméa – Magenta aerodrome. Under the conditions provided for in the consultation documents, certain elements of the work program may possibly be the subject of compensation by the State at the end of the concession contract in the event that the corresponding investments are not amortized at the end of the concession contract.
The concessionaire must comply with the obligations set out in the specifications of the concession, including the preservation of the essential interests of the Nation in terms of air transport, in particular respecting the principle of equal treatment of users and continuity of public service. airport.
The aerodrome, which is open to public air traffic, is the only aerodrome in New Caledonia that can regularly accommodate air traffic to and from outside the territory. It welcomed 566,000 passengers in 2019, 165,000 in 2020, 53,000 in 2021 and 316,000 in 2022.
